After over a year of curation and consultation, the City of Saskatoon has developed a 2026 Homelessness Action Plan.

The 13-page plan has an overarching goal of making homelessness “rare, brief and non-recurring” by increasing the affordable housing supply, addressing systemic barriers, and increasing community collaboration.

Through engagement with community partners, the plan has laid out a “role for everyone” approach, involving all orders of government, housing providers, service agencies and the broader community. The document has a focus on reconciliation, given the fact that 83 per cent of Saskatoon’s 1931 homeless people are Indigenous.

A few of the 49 action items outlined in the plan include establishing a year-round basic shelter; implementing an educational campaign aimed at mitigating ‘Not in My Backyard’ attitudes; expanding youth-specific housing, transitional homes, and drop-in services with wraparound supports; and strengthening tenant protections against unfair evictions and excessive rent increases.

Administration says it will likely undertake a regular review of the Plan and provide updates as needed. The plan will be presented to Saskatoon’s Governance and Priorities Committee on Tuesday.
