Saskatchewan is not the cannabis capital of Canada. Nova Scotia takes first place for highest per capita usage at about 27 grams per person per year. Statistics Canada says Saskatchewan had the lowest consumption rate of the provinces last year at 16.37 grams. While five provinces were lower, it cost, on average in Saskatchewan, $7.61 per gram. The national average was $7.25. In terms of who was buying it legally, only 11.5 per cent of users in Saskatchewan were using it under a medical prescription. That was on the high side; pun intended. The national average was 10.39 per cent.
